How the state administers the rule

For applicants, the penalty begins on the later of the date otherwise eligible for long-term-care payment or the first day of the transfer month. For recipients, it begins no later than the second month after transfer to allow notice. Existing correctly established penalties are not recomputed for the July 2026 divisor change.
